creating different budgets over different periods
It would be useful to have the possibility of creating different budgets for different periods, on a yearly and/or monthly base, instead of just one standard budget, since some expenses are affected by seasonality and budgets themselves may vary over the time

I agree! Budgets must have diferent types of budgets.
Maybe you may try to add field that's the option is Week Budget, Month Budget or Year Budget.
